What is LEAP?


The Colorado LEAP program is a federally funded state-supervised, county-administered system and is designed to assist with your winter heating costs. The LEAP Program eligibility period runs from November 1st through April 30th.


LEAP is not intended to pay the entire cost of home heating. If you are applying for assistance continue to pay your home heating bill.


Eligibility requirements – you may be eligible for LEAP if:


  • You are a U.S. Citizen and a resident of Colorado
  • You pay heating fuel costs directly to an energy provider or you pay the cost of heating your dwelling as part of your rent
  • Your gross monthly household income from all sources and household members falls within the guidelines set annually and posted November 1st of each year. “Household” means the people who reside with you, as applicant, within your dwelling and for whom you are financially responsible for such as a spouse and/or child(ren). The maximum gross monthly income limits listed below are based on 150% of the federal poverty level

How to apply and where to send your application

If you received LEAP last year and did not move a LEAP application packet will be mailed to you on or before November 1st. Please use the return business-reply envelope provided to you in the application packet.

If you did not receive the LEAP application in the mail please send your application to your county LEAP office.

You may also request an application packet by calling HEAT HELP at 1-866-432-8435, or you may complete the LEAP application on-line, print it and enclose all other applicant documents to your county LEAP office.

County LEAP offices  have up to 50 calendar days to process all non-emergency LEAP applications. Typically county LEAP offices process these applications within 30-35 calendar days.

LEAP is a mail-in program and county LEAP offices do not require or recommend that an applicant come to the county LEAP office.

Home Heating System Repair/Replacement

Help may be available through the Crisis Intervention Program (CIP). The CIP Program operates year-round and is primarily intended to assist LEAP eligible households with the repair or replacement of the home’s primary heating system such as a furnace. You must be eligible for basic LEAP to qualify for CIP.
